Rocket Lab Challenges NASA’s $700 Million Mars Contract Award to Blue Origin

Rocket Lab is contesting NASA’s selection of Blue Origin to build a Mars communications orbiter, questioning both the eligibility assessment and the agency’s technical evaluation.

Rocket Lab has challenged NASA’s choice of Blue Origin for a contract worth up to $700 million to build the communications infrastructure serving future Mars missions.

The company announced on September 11 that it had filed a formal protest with the Government Accountability Office (GAO), ten days after NASA selected Blue Origin. Rocket Lab argues that the award may be inconsistent with congressional eligibility requirements and that NASA’s assessment of its technical proposal contained incorrect assertions and conclusions, Space.com reported.

The dispute concerns who gets to build and operate a piece of infrastructure that other missions will depend on: a dedicated orbiter carrying data between Mars and Earth.

What NASA Is Buying

The Mars Telecommunications Network contract covers the design, development, integration, launch and operation of the spacecraft. NASA’s award notice sets a maximum potential value of approximately $700 million under a firm-fixed-price arrangement, with delivery required by December 31, 2028. Operations at Mars are expected by 2030.

The orbiter will relay science data, imagery, navigation information and mission communications for spacecraft on and around Mars. NASA expects demand for those services to grow as exploration expands.

Blue Origin says its design builds on Blue Ring, its spacecraft platform currently in production in Huntsville, Alabama. The proposed Mars orbiter combines solar-electric and chemical propulsion and can carry multiple payloads.

Rocket Lab has relevant spacecraft experience of its own. It built the twin probes for NASA’s ESCAPADE mission, which launched aboard Blue Origin’s New Glenn rocket in November 2025 to study Mars’ interaction with the solar wind, according to NASA’s launch announcement. The two companies can supply different parts of the same mission even as they compete for the next contract.

Why Eligibility Matters

Congress attached conditions to the funding. Avid Spaceflight reports that eligible companies needed NASA funding for commercial Mars Sample Return design studies in fiscal 2024 or 2025. They also needed to have proposed a separate, independently launched Mars telecommunications orbiter supporting an end-to-end sample-return mission.

Both Rocket Lab and Blue Origin were selected for the earlier studies. Participation alone, however, does not resolve whether a proposal satisfied all the conditions.

Rocket Lab is challenging both the application of those requirements and the technical evaluation. Its allegations remain to be assessed; the protest itself does not establish that NASA’s selection was improper.

What Happens Next

GAO’s rules require a decision within 100 calendar days of filing, or within 65 days if the express procedure is used.

Avid Spaceflight reported on September 12 that it had not been publicly confirmed whether work on the contract was paused. Blue Origin remained NASA’s announced contractor.

The immediate question is whether the review leaves the award intact or prompts NASA to revisit its decision. Any effect on the spacecraft’s delivery schedule remains uncertain. The contract’s milestones are clear: delivery by the end of 2028, followed by communications service at Mars in 2030.
