Pentagon pushes factories to adopt space-industry manufacturing methods

A drive to triple missile production is forcing defense contractors to borrow robotics and modular assembly techniques from commercial rocket makers—technologies built for different constraints that may create friction on weapons production lines.

Deputy Defense Secretary Steve Feinberg told the largest US weapons suppliers on August 5 that the way they build missiles is no longer fast enough. Some of them are answering with tooling that was never designed for a weapons line, and the interesting question is not whether that tooling is faster. It is whether a production system built to make change cheap can survive a qualification regime built to make change expensive.

In a memo to industry leaders including Boeing, Lockheed Martin and RTX, Feinberg wrote that "years-long development cycles are not acceptable," and demanded compressed program schedules and expanded capacity. Companies were given 21 days, putting submissions due around August 26. Pentagon chief spokesman Sean Parnell confirmed the memo and said it will inform the fiscal 2028 budget request. That framing matters more than the deadline. A 21-day sprint that feeds a budget cycle two years out produces a plan, not an interceptor.

The companies bringing space tooling to a missile floor

At this month's Space and Missile Defense Symposium in Huntsville, the argument had a physical form. Los Angeles-based Machina Labs displayed a 16-foot fuselage for a hypersonic vehicle it manufactured for Ursa Major, the propulsion company now expanding into complete missile systems. Machina, alongside Hadrian and Freeform, is pitching software-driven robotic manufacturing at primes that have historically relied on dedicated machinery, purpose-built tooling and skilled labor to produce small numbers of complex parts.

Machina's platform, RoboCraftsman, uses robotic arms to progressively form sheet metal into aerospace structures, with AI granting the equipment more autonomy over how a given task is executed. Chief executive Edward Mehr, a veteran of SpaceX and Relativity Space, said the approach yields flexible systems that can "switch between processes and geometries" while reducing the need for dedicated tooling. He argues that conventional programs can require tens of millions of dollars in fixed equipment and long setup periods before the first hardware exists to test.

The company also disclosed a qualification contract from Lockheed Martin covering JASSM cruise missile assemblies. That contract, not the fuselage on the show floor, is the story. Qualification is where the commercial space playbook meets the part of the defense system that does not want to move.

Why the Pentagon is in a hurry

The mandate follows a genuine shortfall. Fighting with Iran, which began in late February, drew down interceptor stocks faster than any peacetime production assumption anticipated. A Center for Strategic and International Studies analysis published July 27 estimated the US had expended a substantial share of its pre-war Patriot and THAAD inventories, though secondary coverage of the report has characterized the depletion inconsistently, with Defense News reporting roughly two thirds of Patriot inventory gone and DefenseScoop citing roughly a third of Patriots and half of THAAD. The direction is not in dispute. The magnitude is.

Against that drawdown, the department has moved money, or at least the appearance of it. Lockheed announced a seven-year contract modification with a ceiling of up to $53.86 billion for PAC-3 MSE interceptors, the Lockheed-built round that flies on RTX's Patriot system. Separately, Lockheed's second-quarter 8-K records a signed $35 billion multi-year contract with the Missile Defense Agency for THAAD. On August 3, the department announced framework agreements worth more than $3 billion with Northrop Grumman and Lockheed intended to triple PAC-3 output and quadruple THAAD component output, with Northrop standing up as a second source for the solid rocket motors that have been the acknowledged bottleneck.

Distinguishing those instruments is the whole exercise. A ceiling is not an obligation, and a framework agreement is not a contract at all. Tom Karako, who directs the Missile Defense Project at CSIS, put it plainly: "They are agreements to agree, and so they're not contracts." Almost none of the announced capacity, he noted, has actually been placed under contract. The frameworks signal intent and depend on congressional appropriation to become real.

The capital is real, and it is going almost entirely to two companies

Private money has moved too, and it looks more dramatic than it is. Defense-specific startup funding, a narrow PitchBook category rather than defense tech writ large, rose to $665 million in the second quarter from $19.9 million in the first. Trailing-12-month hypersonics investment was up nearly 560% year-over-year, with missile and munitions funding up nearly 440%.

Two companies account for essentially all of it. Hermeus, building hypersonic aircraft, and Mach Industries, in munitions and propulsion, together took $650 million of the $665 million. Neither builds interceptors. Set against that, the Defense Department committed $191 million across nine investments aimed at expanding solid rocket motor capacity and cutting component lead times. The private sector put three and a half times more money into two hypersonics bets than the government put into the physical chokepoint everyone agrees is the chokepoint.

Note also the sequence. The quarter closed on June 30. The Feinberg memo went out on August 5. The capital did not follow the mandate. It followed Iran.

Where the borrowed methods hit a harder constraint

The bottleneck sits upstream of the robot arm. Motors, igniters, energetic materials and specialized castings each require purpose-built facilities, licensed handling of explosive materials, and qualification testing that can run for months. No amount of capital reaching vehicle developers shortens that.

Commercial space manufacturing was optimized against a different penalty structure. A launch company iterates by flying, failing and revising. A modular, software-driven line that lets you swap a subassembly and requalify quickly is an asset precisely because the cost of a change is measured in schedule rather than in a certification gate.

A weapons line inverts those penalties. The value of traceability, of a frozen and qualified configuration, of hazmat protocol that cannot be automated away, is that it makes each unit interchangeable with the last one the government tested. Automation-first design that treats a change as cheap runs directly into a regime that treats a change as expensive by intent. Mehr's selling point, that his equipment can switch between processes and geometries without dedicated tooling, is exactly the property a qualification authority is built to be suspicious of.

Which is why the JASSM award is worth watching more closely than any of the billion-dollar headline numbers. It is a qualification contract. Its outcome is a direct test of whether a flexible robotic line can hold a configuration still long enough to satisfy a process built on the opposite assumption.

The workforce question lands in the same place. Bringing space-industry robotics onto a missile floor does not delete the technician who used to torque a fitting. It asks that technician to validate what a machine did, document it for a classified supply chain, and hold the qualification baseline while the tooling around them changes. The contractors that hit the tripling target will be the ones that budgeted for retraining and requalification, not just capex.

What to watch

The 21-day submissions will not be public, so they are a poor test. Three things will be visible. Whether the fiscal 2028 request funds solid rocket motor capacity at a scale that matches the framework rhetoric. Whether Northrop's second-source motor line clears qualification on the compressed timeline rather than the historical one. And whether Machina's JASSM qualification closes, which would be the first real evidence that space-derived tooling can pass a weapons gate rather than merely arrive at one.
